With the implementation of the HVCC and the "appraiser independence" it brought with it. The appraisal industry probably saw the most changes since I began doing appraisal work in 1992. HVCC Timeline
Was the HVCC necessary? I think considering the mass fallout from the recent crisis, something was. It just seems that a better more sensible solution could have been achieved.
We also saw the adoption of the Market conditions form which does have it's merit's, however, the form has it's limitations, especially in instances where there is just not enough data to draw a reliable trend.
Let's hope for a better 2010 with some much needed continued market stabilization.
